While my opinion of the best Dodge car of all might be controversial, I think the title belongs to the Dodge Viper.

Specs

For starters, the Dodge Viper comes with a 8.4 L V10 engine that holds 645 Horsepower. It can also come with a 6 speed manual transmission and a RWD Drivetrain.

Performance

As I said before, the Viper's V10 Engine made 645 Horsepower, had a 0-60 of 3.5 seconds and a
top speed of 200MPH, a quarter mile time of 11.5 seconds and some models like the ACR can reach up to 206MPH.

The Dodge Viper ACR where ACR stands for American Club Racer—a designation used by Dodge for track-focused variants of their performance cars was introduced in 2016 as a track focused car.
